Shipping zones and markets
The countries and regions that you add to your shipping zones in your Shipping and delivery settings automatically become available in your Market settings.
Your market settings have a higher priority than your shipping zones settings. For example, suppose that you have a country in a shipping zone that has shipping rates available, but the country is also in an inactive market in your Market settings. Even though there are shipping rates available, customers from that country can't place an order because the country is in an inactive market.

Adding new countries and regions to shipping zones
Any new country or region that you add to a shipping zone is automatically added to your Market settings, with the following considerations:
If your International market is active, then the new country or region is added to that market, and the market stays active.
If your International market is inactive, then the new country or region is added to that market, and the market stays inactive.
If there is no International market, then one is created for you and the new country or region is added to the new market, and the market is set to inactive.
For example, suppose that your International market is inactive and you add Belgium to a shipping zone in your Shipping and delivery settings. Belgium is added to your International market, and the market remains inactive. You can then move Belgium to a new market in your Market settings.
Deleting new countries and regions from shipping zones
When you delete a country or region from a shipping zone, the market that the country or region is in isn't deactivated automatically. If the country or region has no possible delivery methods, then an error displays in the market indicating which countries customers can't check out from. If the country or region has no shipping rates but does have a local pickup option, then an error displays in the market indicating which countries have no shipping rates.
